In these four, basic auto insurance is a government program. In Ontario, Alberta and the Atlantic provinces, the basic coverage is private — you choose your insurer (compare them below).

Basic Autoplan (liability + Enhanced Care no-fault accident benefits) is ICBC-only and mandatory. Optional/extra coverage (collision, comprehensive, higher liability) you can buy from ICBC OR a private insurer.

Mandatory basic plate insurance (Saskatchewan Auto Fund) is SGI-only. Optional/extra coverage is competitive — SGI CANADA and private insurers sell it through brokers. (SGI Auto Fund = public; SGI CANADA = competitive brand.)

MPI (Autopac)

Basic Autopac is MPI-only and mandatory (liability + all-perils damage + the no-fault Personal Injury Protection Plan). Extension/extra coverage is sold through independent Autopac agents.

Hybrid: bodily-injury coverage is public, no-fault, through the SAAQ (funded by licence/registration fees). Vehicle/property damage and mandatory civil liability are bought from PRIVATE insurers.
